Tertiary Fees Funding Support – Literacy and Mathematics
Tertiary Fees Funding Support is a professional development subsidy scheme offered to schools and teachers seeking to upskill their pedagogical content knowledge and understanding of literacy and/or mathematics, in the efforts to raise the achievement of literacy and mathematics for all ākonga.

What is tertiary fees funding support and its purpose?
The Ministry of Education | Te Tāhuhu o te Mātauranga is continuing the Tertiary Fees Funding Support scheme to support further development of teachers’ pedagogical content knowledge and understanding of literacy and mathematics.
Established in 2008, this scheme aims to support schools’ efforts to raise the achievement of literacy and mathematics for all ākonga by supporting teachers to increase their expertise and knowledge.
Teachers can apply to be supported for approved mathematics and/or literacy papers at a graduate or post graduate level.
What does this scheme provide?
Half the tuition fee of an approved graduate or post graduate mathematics or literacy paper, that will be paid for by the Ministry of Education and half by the teacher’s school, or the teacher.
Note that there is no release time or leave provision as part of this scheme
How are the applications assessed?
All applications will be reviewed and checked against the eligibility criteria.
In the event of over-subscription to this scheme, applications will be selected according to the specific criteria order noted in the ‘who is eligible’ section below.

Who is eligible for literacy funding?
A primary or intermediate teacher seeking support to study an approved literacy paper(s) at a graduate or post graduate level, who is either:
- currently a lead teacher of literacy;
- part of a group of lead teachers of literacy or English who intend to enrol and study the same paper together;
- part of a group of teachers from the same school, including a lead teacher, who intends to enrol and study the same paper together;
- part of a group of teachers who intend to enrol and study the same paper together;
- primary or intermediate teachers who wish to study a paper that supports their work with students who are struggling in reading or writing.
Teachers who are recipients of Ministry of Education study awards are not eligible for the subsidy. Once the study award is completed, recipients will be eligible for the subsidy.
The following is the process for the applying and receiving Tertiary Fees Funding Support:
- Complete an application form (attached above) and send to [email protected]. All application forms need to be signed by the teacher, principal, and Board of Trustee chair.
- Note that to confirm acceptance (or otherwise) the Ministry of Education will notify each teacher via email.
- Teachers formally apply to the university to enrol in the selected paper.
- Note: most university papers need a minimum number of students before they will be taught. If a paper does not proceed because of lack of numbers, teachers are welcome to seek enrolment into another approved paper.
- Teachers receive confirmation of acceptance and an invoice for tuition fees from the university.
- The school/teacher pays the full fee to the university. (Non-tuition related fees or costs may need to be discussed by the teacher and Board of Trustees.)
- Teacher or school sends to [email protected]:
- The completed application form.
- A copy of the "confirmation of acceptance" (for example, a copy of the invoice from the university and acceptance letter/email) to the Ministry of Education. Please make sure the teacher’s name and school is on this document. Non tuition costs should not be included.
- An invoice for the reimbursement. This should include an invoice number, the name of the teacher, the name of the initiative (Tertiary Fees Funding Support) and the amount to be invoiced (50% of the tuition fees). Please address the invoice to:

Wellington 6140. - The Ministry of Education will confirm acceptance (or otherwise) via email.
- The Ministry of Education remits 50% of the tuition fee to the school operating account. Please be aware the process for sending schools occurs four times per year.
- The teacher completes the paper.
- A copy of the teacher’s results needs to be sent to the Ministry of Education. The Ministry reserves the right to invoice for the Ministry’s contribution if a copy of the results is not received. Feedback and comments are also welcome from teachers and principals.
- The applications forms are completed, including signatures, and submitted to the Ministry of Education.
- The teacher and/or school will notify the Ministry of Education immediately if the participants has withdrawn from study or requires delaying study.
- The teacher and/or school sends the Ministry a copy of the teachers results once the paper has ended. Note, in the event that the applicant does not complete or pass the paper, the Ministry reserves the right to Invoice the school for the Ministry's contribution.
- All reimbursement invoices are addressed to the Ministry of Education, including an invoice number, the name of the teacher, the name of the initiative (Tertiary Fees Funding Support) and the amount to be invoiced (50% of the tuition fees).
- All applicants can be contacted for follow-up feedback and questions post completion of the paper(s).
