Consultation open for draft relationships and sexuality education framework

We have released the draft framework for relationships and sexuality education (RSE) for public feedback.
RSE is essential for equipping young people with the knowledge and confidence to navigate important topics such as consent, healthy relationships, pubertal changes, and online safety. The draft framework aims to provide consistent, age-appropriate, and evidence-informed content from Years 0 to 13.
The Ministry is seeking feedback from the community to help shape the final RSE content, which will be included in the refreshed health and physical education learning area, planned to be gazetted and available for use in 2026 and required for use from 2027.
When engaging with the content of this framework, consider the age appropriateness for each phase of learning, whether the content is comprehensive and if you feel anything should be removed or added.
The framework is not compulsory and does not require changes to planned delivery of health education in 2025 or approach to community consultation. Content for the teaching of RSE for schools and kura using Te Marautanga o Aotearoa will be updated through the revised Waiora wāhanga ako, due to be released in Term 4.
The consultation period is open from 11 April - 9 May 2025.
